Objectives
The main objectives of this work package are to identify and specify the needs and requirements for extension and interconnection of large-scale power systems and to create realistic models of UCTE and Russian networks as basis for the following work packages. This can be described in a series of sub-objectives:

Analysis of technical specifics of EU and Russian networks as well as of legislative context

Screening and evaluation of transmission, monitoring, control and protection technologies required to realize a large scale network interconnection

Collecting data from the public sources needed for implementation of steady and dynamic models

Implementation of power system models in power system analysis software for further usage and validation

Study of EU and Russian electricity markets and their possible development in case of the interconnection of both of these systems, in order to create realistic simulation scenarios

Development of specification requirements for modelling, simulation and data exchange in the EU and Russian transmission systems.
